The public funding of culture has been stagnant in the recent years. As a consequence, the funding from philanthropic foundations are becoming more important. This Master Thesis sets out to examine the influence on the public cultural policies exercised by the Philanthropic Foundations.
The study includes interviews with the Ministery of Culture, the head of the culture departments in the municipalities of Holbæk and Næstved, and representatives for the Philanthropic Foundations Bikubenfonden, Nordea-fonden and Realdania.
The study is inspired by Bourdieu’s (1996; 1997) Theory of Fields. We viewed the cultural policy as an independent field within the general cultural field. In addition to the mentioned agent’s habitus and capital, where the analysis is based upon Mintzbergs (1979) five basic parts of the organization and Pfeffers (1981) theory regarding the role of power in decision making.
Skot-Hansen (2014) states that cultural policy acts according to four different rationales. The Thesis examines how this is reflected in the cultural policies of the Minister of Culture as well as the municipalities of Holbæk and Næstved. In addition, Skot-Hansen’s model was applied to the cultural policies of the Philanthropic Foundations.
The different organization structures and decision making seemed correlating hence it did not have significance for the different approaches concerning cultural policies. It is found that the Ministry of Culture and the Municipalities are conducting a layered cultural policy where several rationales are present simultaneously. In general, the Philanthropic Foundations are conducting a more focused cultural policy acting according to a predominant rationale. Furthermore, it was concluded that the foundations could influence the implementation of the cultural policies of the municipalities as a consequence of the collaboration arising from the donation. In doing so they are creating and providing culture rather than influence the formulation of the cultural policy. In reference to the Ministry of Culture and how the foundations had impact upon the policy a larger scale issue emerged; the field appears quite passive. In addition, we concluded that way the foundations approach the field could encourage and stimulate the additional agents approach to culture policy.
