By applying a social constructivist perspective, the thesis investigates the discursive trends in public deliberation of cultural policies, regarding classical music and the national symphonic orchestras. The thesis attempts to reach an understanding of the different views on cultural policies and arts advocacy by combining opinion-based empirical material by the Danish Minister of Culture, and individuals within the artistic field, including an interview with the Chief Executive and Artistic Director for the regional orchestra Copenhagen Phil. At the same time, the thesis considers the social, historic and economic prerequisites, which make up the political opportunities and limitations for the symphonic orchestras in contemporary Denmark. Various theoretical approaches to cultural policy and cultural policy advocacy are described and discussed, as well as research on cultural preferences and socioeconomic conditions for different demographic groups in Denmark, which are then compared to the collected empirical material. The thesis focusses in the discursive difference between the mention of Danish cultural institutions respectively in Zealand and in Jutland. These matters are analyzed using discourse analytical tools. The analysis is divided into three themes: The Cultural Elite, National Geographic Cultural Policy and Administrative Cultural Policy Relations. The study finds that the mention of a cultural elite appears to be geographically defined and linked to the relationship between western Denmark and the city of Copenhagen. This is an inhibitory factor for the regional orchestra associated with the capitol. The study also finds that individuals and institutions within the artistic field disagree with the Minister of Culture on the value of culture, which makes the two parties misunderstand each other’s statements about cultural policy. There is also a distortion of power structures that inhibits the artistic field’s communication with the public in the debate on discursive disagreements. This means that the argumentation provided by the artistic field is inadequate in order to achieve the intended reaction from the public and from the Ministry.
